Protesters Return to Capitol Rotunda

Over 100 protesters filled the Capitol rotunda today, a day after police arrested 22 people for congregating without a permit. Tensions have escalated between solidarity singers and police recently in the wake of a federal judge's ruling that state officials can require groups of 20 or more to get a permit to gather in the Capitol. The singers say they have a constitutional right to free expression and don't need a permit. If they were to obtain one they could continue their activities without any arrests or citations.
